In the early 60's of the last century the Deutsche Bundespost (German Postal Authority) was in need of a special vehicle for delivering letters and parcels, for the ground mail and for emptying mailboxes in the bigger cities: the VW Beetle had become too small - and the VW Transporter was yet too large.
Volkswagen is all ears for the postal delivery problems and contacts the Westfalia Works. This versatile company from Rheda-Wiedenbrück, Germany is already doing special upgrades and conversions on postal vehicles. During February 1962 the Bundespost is expressing its wishes in a first, preparing meeting:
* 2 m³ (71 cubic feet) storage compartment
* Payload between 350 and 400 kilograms (772 to 882 pounds)
* Length 3.750 mm (12.3 feet)
* Width 1.440 mm (4.7 feet)
* Height 1.700 mm (5.6 feet)
In addition the vehicle should have two sliding doors. The Volkswagen Works acts as a general contractor and parts manufacturer. The actual production of the car body should take place at Westfalia in Wiedenbrück, where especially motor homes, caravans, trailers and trailer hitches are made at that time.
The parts necessary for assembly - if not being produced by Westfalia itself - should be delivered by the Volkswagen Works and Karmann in Osnabrück. Those parts were components of the following VW models:
* Type 1 (Beetle)
* Type 14 (Karmann Ghia)
* Type 2 (Transporter)
* Type 3 (VW 1500)
